There is a Gray Alert. Most of my research is facilitated by Memory Alpha fandom. Condition Gray was seen in Star Trek: Voyager. This condition means the ship is severely low on power and resources, and all crew have to alter their normal routines in order to reduce power consumption in order to by time for the ship to find a fuel source and restore the energy reserves.

So for this pattern, I have the "Alert", but I have none of the bars lit. The reason the bars are not lit is because those are emitting light, meaning consuming power. The ship needs to conserve every ounce of power it has, and such alert lighting is unnecessary. Really, it is unnecessary for the alert symbol appearing, although there could be other reasons why the lights all over the ship are heavily dimmed or off and condition is somehow "green".
