Phoebe Snickers, lovingly known as Spritz, is the resident clown among the group of City Council Members, she still doesn't know how she got into that. However, her position fits her perfectly as it's her job it to chatter and boy howdy can she talk. On her radio show, she announces current events, talks about latest updates, and maybe touches upon some of the occasional juicy rumor. But more then anything, she's an upbeat cow pal who want's everyone to feel welcomed and have a good hearty laugh.
Personality wise, Spritz is a pretty laid back and cheery cow. While she tries her best to be conscious of how much she talks, once she get on to the topic of something she's excited about, there's no stopping her. Though they can be a bit nervous meeting others for the first time, she's quick to open up to new friends and looks for the best in others even to the point of naivety.
