Mental has to do with neurological issues, good mental health is very important. Mental issues can effect emotions, and emotional stability, though they are not the same thing.

Personality snapshot: Usually a mask of smiles and pleasantries. If left alone he recedes into a deep depression.
In depth personality: He gets pleasure in putting on his face every morning and going out into the world. The ritual is intoxicating for him because he can detach himself fro all his depression and flashbacks. When he is alone with his thoughts he slips back into a dark place in his mind. The abuse and hatred flood back and he falls down hard. Only his current love interest has been known to bring him out of his funk. Still with all his damage he genuinely cares about the problems of not only his fellow parahumans but all those around him.
