I think the correct term is "developer" or "software developer" not "programmer".
Well, I think outside the dev world people don't use versions as we do. Probably the versions 2.1 and 2.10 are the same, the difference is that some people take out the zeros on the right because they think that are irrelevant (and maybe that's the case).
PD: See? I told you, on the title of the distribution site it says v2.1 but on the description it says 2.10
