The UAE, Dubai specifically, is far from bankrupt...they're simply over-financed. They were growing too big, too fast when the world economies all started slumping.
Their oil exports are substantial enough to catch up with their outstanding debts...the bigger concerns they have are sustaining the sort of lifestyle they've tried to create in the middle of a desert. Indoor skiing, half-mile tall buildings, and man-made archipelagos aren't exactly long-term cost effective.

CN is the world's tallest tower,
the Burj Dubai is the tallest bulding.
they are classified differently.

Tall buildings give me vertigo. I probably would have fainted if I had stood next to that...
But it's a very nice photo. The clouds give the impression that it's even taller.
