Under the aegis of Primus and the Pantheons, Arthur Pendragon decided to unite the organizations on Convergence-Earth like The Avengers, The JSA, the Justice League, the Power Rangers into one thing; Omega Flight. Omega Flight has the usual teams dedicated to fighting crime, other worldly monsters, but the Dimension Crossers mainly deal with cosmic and reality bending threats. The Doctor and other time travelers monitor the timestream. Omega Flight is constantly recruiting Heroes from other dimensions. They're also monitoring the dimensional barriers in case someone like Doom wrecks reality again.

The Founders drew up the charter in which any inductee vows: To watch over one's world and all worlds, to protect them. The usual vows any Hero makes while making active changes in their society of their world.
