No, it's not "painted". There are powerful tools in Photoshop that allow you to achieve those effects.

Er yea, that much was clear... my question was whether you used a colored layer set to hue, or some other tool from well, yea, Photoshop.

I work with different layers, yes. Also with canal mixer, layer styles, masks, History brush and standard picture editing tools.

This unfocussed-ness they call DOF (depth of field). I like to use this effect in my shots. Thanks for your nice comment.
