After the paranormal liberation army assimilated the chi seki and became the villain nation they were employed to bond with certain individuals and giving tech based quirks to further enhance them. Codon used his powers to mass produce them in exchange for quirks and quirked individuals for research. They are now able to function automatically but have set programming to prevent them from threatening the wrong people. One was given to overhaul but was absorbed and assimilated into the one for all symbiote.
