Where do I begin on the changes with this guy?

Design changes:
-Well, for one, I got rid of that uniform of his. Instead, he gets the normal vest/suit, though still in a red color scheme.
-He's also taller. Prior, he'd been about the same size as Professor Ratigan, but it occurred to me as a silly idea if the Professor was the smallest of his brothers. Sebastian is now big. Very big, even for most rats. Out of the three Ratigan brothers, he was the one to take the most after their brown rat heritage, along with inheriting their father's giantism.
-More fur. I wanted it to very much look like Sebastian could pass for seeming like a very dangerous person, and he can be, so he has a ton more fur to give him both more size and those pointed fur cheeks and beard.
-The scars also add to this dangerous appearance. In a bit of a humorous way, it makes him look a bit wolf-like paired with the extra fur.

Character changes:
-He's no longer the oblivious brother. He's very much aware of the danger and terror the Professor had caused on Mousedom. So he has all but disinherited Padraic Ratigan from his life. It can be up to debate if not disinheriting the Professor is because there's still a shred of family love or if it's because the Colonel knows he bears enough resemblance to the Professor that it'd be pointless to hide it.
-A lot of his backstory has changed. Between having a stressful and strained relationship with his uncle that had him forced to join the army at a young age by said uncle, being made responsible for his two brothers after their mother's passing, then, after his uncle's murder that has his aunt being arrested for, being taken by surprise to be inheriting the baron title from the said uncle, all the responsibilities that come with that, and being settled with to take care of his child-age cousin... yeah, stress on this guy. And that's just a small part of the family history, there's a heck ton more.
-He's still a hopeless romantic, but he IS very much pessimistic about it. He's been so busy all his life that even looking for a suitable marriage, whether for love or business, hasn't felt like a possibility until all his wards have all grown up and he's FINALLY presented with a chance. And he's just as lovey-dovey when he finally takes that chance. (I mean, the guy has seven kids in his marriage with Anna.)
-He also has a strong Irish accent, making his inherited nobility all the odder to many.

Other things that had been added to Sebastian have been him having a very opposite way of addressing himself of being a rat in comparison to the Professor. Sebastian takes pride in being a rat. He doesn't see any reason to try and deny it like his brother.
