It isn't , I'll give you that. It is efficient, though. And that's the one and only command I use (with /toggledownfall) for practical uses. Rain creates lag, and I SOMETIMES skip the night. Though I prefer to stay awake during the night and do other things such as mining or smelting stacks of Iron Ores.

If there's 1 to 3 players on the server, there is a slight chance that they might all agree to sleep, in any other case, it's pretty unlikely.
