He was too comedic. And ill used in the movies.
And then he was replaced with Jar Jar in the first episode.
(let's not even dicuss 3PO in episode two! I gave up after that.)
Sure, he has the place of the comedic foil in the metastructure of the mythology, but Lucas should have used the character as written for his occupation more.
He's an interpreter/communtcations/protocol droid, yet everybody could conviently understand everybody else's languages...what use was he then really?
Oh well, that's my rant on it.

C3PO is pretty much modelled on Maria, the robot from Metropolis, who was definitely female, but I wouldn't analyze the picture too much - just me being silly!
