You know, I considered that. Were the Cybermen all robots? Maybe they were people inside. I think you're right. Since the Daleks were little cycloptic cephs just using their shells. Good call. I think it was the catch phrases that made the choice.

Did you see the one Cybermen fought the Daleks?

Cybermen where once human but then there got "upgaded" in to well Cyber's.
