In order for a shifted handler to be used, the animal must be large enough and capable of having some influence over the horse, as well as having a significant presence in images. At the minimum, your rider's form should be at least the size of a medium dog (large eagles, wolverines, red foxes, bobcats, etc).
Any real world animal is allowed, but it should make sense for the setting. IE - no dolphins on land, or rhinos out swimming.
Admins will have discretion to deny your image if they feel the rider is too small or not present enough in the image.
