I don't know what you're talking about. Those outfits perfectly adhere to the female armour specification: The less it covers, the more effective it is and catsuits equal agility.
I guess in that case, Sweetie Bell has the worse clothing. She has sleeves! That's going to cost her some armour points. I suppose she is the glass cannon of the group. Low protection, high DPS.
