by research we need more than just "well I've seen it two years ago," until you actually pull up links no one will believe you. Don't waste you're time arguing like this all it will do is get yourself in trouble.
I don't take sides in situations like this, I'm a peace keeper not a fighter so if you complain to me after this comment I will do some reporting of my own because no one wants to listen to this.

ok fine whatever just don't make a big deal over petty things like this until you do have the prove. that's the point I'm trying to get across. no one likes that kind of stuff and if you're wrong is it fair to the artist. Believe what you may we're all human therefore we make mistakes. If you have proof great nut this is the kind of situations where its better to stay silent until the everything is prepared. If you truly believe that you're right gain the evidence then make you're argument otherwise no one will take you seriously. Don't like a comment ignore it and move on because complaining and making the same statements gets nowhere

However, to make your report successful, you must provide links as proof to the admins otherwise they will not respond. Secondly, even if the "original artist" was found, only the "original artist" can report to take down the stolen art since it's under his/her artistic copyright.

hm idk I do it all the time and it works 70% of the time. I use links to report underage activity (without the user knowing while proof is fresh) and they work fine for me.

many reports without links though are ignored so i try my best to find proof though many reported With proof have not been taken down even after 1 year after being reported which makes me wonder if DA is becoming like photobucket

You have to realize that DA Admins can't handle everything in a flash. And yes I do agree that this site is slowly becoming like Photobucket. I have seen so many crappy recolors and stolen art that I could start a website.

yes i know but they seen very slow on it and really i understand people can stop drawing if their work is stolen so DA should support artists and stop supporting people who steal which they seem to be doing lately
even with the (c) thing or watermark people still steal but i hope DA sees their mistakes and starts making rules which support stolen art

Links please? Else your accusation is false. That and the coloring style is consistent with other pieces in the gallery... So either you're also accusing she stole those as well, or you are wrongly mistaken.
