Archie comics. He's from a different dimension, the same as scourge I believe. Basically those who are bad are good and good are bad. Or in this case just different i think.

Nah it's not from Scourge's. Scourge is Evil Sonic. Zonic is from the Perpendicular Zone, basically where Zone Jail is. He's a cop from that zone.
