It's different, I like SAI better for drawing (I love SAI's brushes), but I use photoshop for some final effects that SAI doesn't have. I think SAI is better for artistic drawing, and Photoshop is better for graphic designs, but both are awesome.
SAI is not freeware, but I think the license costs only 50 dollars or so, a lot cheaper than photoshop xD.
