This form is the second from the bottom, A minimum of dark energy has been accumulated. Called an Inimical.

Tier 1 forms boast glowing markings on and around the eyes. Everything from the base form is covered from dark energy, puffing up their appearance and maybe even size by a fraction.

Shadow forms clearly become more menacing as they have reached higher tiers and power...

But like a being with only so much power, each species as a maximum at which point they can no longer sustain forms beyond a certain tier.

Fennekin, for example, tops out at the tier 2 shadow form. But not the entire evolution line could stop there...
