Maybe keeping some of its heads reared back like that helps it balance. Also maybe the body just has much thicker/heavier meat on it than the necks and heads! Especially if its got muscle mass—and then factor in that huuuge tail which'll no doubt help offset everything. I think it can work with a little bit of imagination!

Lol xD yeah probably but some are more looking like sea beings and also their bodies are shapen in a way that it looks functional. This one looks more like a ground being. But i believe that he will be more happy to live in the sea indeed :3
