((Infinity War sure is good for inspiration.))Rebuilding HYDRA from the ground up wasn’t easy work. Especially in a world where nobility and real progress are frowned upon. Good help was hard to find...good reliable help that is. No matter, what’s left of SHIELD had good reliable help to pull from. Making someone helpful was a process I hadn’t yet tried. The steps seemed simple enough, brainwash someone of my choosing, install triggers into their mind, and then send them on their way and access them when needed. I think Maria Hill of SHIELD would make an excellent candidate.

Agent Hill is in the range, practicing her marksmanship now that she isn't in the field and there are no upcoming missions that she is assigned to. So far as she is aware there is no HYDRA inside of SHIELD and no reason to suspect anyone of being a sleeper agent. When she notices you walk in she doesn't pay you any mind and reloads her pistol before continuing to fire down range.

“Excellent shot Miss Hill.”
I note, crossing my arms, pretending to care and admire her shooting skill.
“The practice shows.”

I was a little too far to the left,” Maria says with a frown, examining where she hit her target and only barely noticing you.

I decide to use this is as a teaching moment.
“Well, did you learn from what you did wrong at least? That’s the most important part, is if you learn something. Mind if I teach you another lesson, Hill?”

Excuse me? Teach me another lesson?” The SHEILD second in command asks the still new recruit

I try to cover my misstep, trying to act more inexperienced than I seem...

And what lesson exactly are you going to try and teach me exactly?” She asks, skeptical of you and crossing her arms at you.

“Take another shot, if you don’t mind that is!”
I give her a sheepish smile, retreating back into my meek new recruit act...

And what should I change this time?” She asks, rolling her eyes at you

“Breathe into the shot. Don’t hold your breath for the whole shot, breathe out as you fire. It will make it more natural and relaxed.”
I slowly get behind her to try and take her off guard while she shoots...

“Really? That’s day one of training,” she states with a scoff then resumes shooting without paying any attention to you.

Then. It’s a simple application of my firmly pressed finger into a pressure point on her neck, aiming to knock her out cold...

She’s in the middle of pulling the trigger again when she feels your finger at the back of her neck again but before she can react in any way she passes out just as you planed

Then, I hoist her over my back, Go out a discreet exit, and take her to my well hidden hideout. I tie her up tightly to a chair and await her awakening

She moans as she starts to come too, her head pounding from a splitting headache. She opens her eyes and can’t tell where she is or why she’s bound to a chair. The last thing she does remember is being in the range for target practice.

I whisper, gently waving a hand in front of her face.

“What...? Wait... Hey! What the hell is this!?” Maria demands! Realizing that she’s bound to a chair and taken captive.

“Don’t bother crying out for help. Nobody’s coming. Welcome to...well it’s not much yet, but welcome to the first headquarters of New Hydra.”
I wave to a mostly empty warehouse, it seems to be well secured and well equipped however

Maria hill was in her office, looking over the file of a battle that recently took place in New York city between a anti hero religious cult kind of group and a mysterious race known as inhumans. I walked into her office, dressed in the uniform of a lower agent, being placed in this role by my superiors even though I was a hydra commander. In my hands was a brown envelope. The contents inside would help me get more inside information on SHIELD.
I stopped in front of her desk and saluted.
"Envelope here for you ma'am but it does not say who it is from"

She takes the envelope, paying half attention to the man. She begins to open it, waving him off.
“Thank you, you’re dismissed.”

He turns to leave and grins as he does so, knowing that his will go perfectly, without a hitch.
"Yes ma'am"

She opens the envelope, unsure of what she’ll see inside.
“Now what’s this...?”

She picks up a earpiece from within the envelope. Unknown to her It has a mind control device planted in it which would turn on when he clicked the remote he had in his pocket

She shrugs, thinking it’s a replacement for her current one. She replaces her old earpiece with the new one...

The undercover hydra watches from the window, peering down to look in, the corridor empty due to a meeting. He decided to take to her before he put on the control.
"Hello miss hill! "

“Uhm, hello again? Thank you for delivering the new earpiece to me...”
She gives you a wave

I wave and walk in but take off the shield uniform to and get into jeans and a black t-shirt that I hid in her room when I first walked in.
"Hello miss hill...again....I think ill just call you Maria"

She crosses her arms

I raise my hands with the control to the earpiece in my right hand.

I press the remote to turn on the mind control

She gasps as the earpiece freezes her in place. She can’t move...

She doesn’t respond or move, but for some reason, you know that she can hear you

Is all she says...

She mumbles out

"Give me a pen drive with all of the information on shield"

She does so, then looks back to you for further orders.
“I have complied.”

I decide to have a bit of fun the mind controlled miss hill.
"Maria, meet me at the Guardian restaurant at 20:30, wearing a revealing dress and heavy makeup! You will be out of mind control when you do this"

Gecko wanted to restart HYDRA's reign once more. Maria hill was a great place to start. After all, she would make a great lieutenant in the great HYDRA order. Since people disappeared left and right, it would be a great place to install it. He knew that Maria Hill was watching him. He even once took a shower to get her to stop looking. He had a chuckle about that. He was placing some papers on the desk when he stopped.
"Yes, Maria Hill, is there something that you needed?"

Maria was filing reports on her computer when he placed the papers on her desk, his question aroused her attention, she looks up and looks at him.
“No. I don’t believe I do.”
