I was working on an OC MA_D artwork which was supposed to be uploaded instead of this (+ psd of that one as well), but decided to finish and upload this one first.

Yes, its "hand made". I use photoshop cs6 and wacom intuos 4 graphic tablet for painting. Here you go, I'm sure you'll find plenty of tips for color here:

It is to bad they hadn't invented tressFX before mass effect came out. You can get hair that looks like that. Renders each strand.
