I'm on Painter training yet.Oil pastel and waterdrop seem to be the best combination for me. And a graphite tool is good too.

This application was a bundled version of Wacom. Painter classic 1.0J, based on Painter5, wasn't sold alone.

Indeed, high-end application is expensive. So they have an educational version and a limited version, Painter essensials 4. Both of those are around 99$.
If you can give an effort to read Japanese, there is more cheaper and strong program, it's called SAI. [link]
