Raikage's name is not Raikage, it's A and he was assigned his "brother" B.

Basically I think that whilst they're in the ninja academy training, the top student will get the name "A" and the second student (The second or equal best) will get the name "B" is Bee's case he was later given the name killer bee because he is just that awesome.
As for the other students I guess they just keep their normal names.
