If you want to get it to look smooth, it depends on what kind of paper and color pencils you are using. I'd recommend faber-castell color pencils.

i use kyokuyo sketch book and fiber-castell
but i have a feeling that the fiber-castell i have are not the original :/

Well it seems the quality of paper you have is good. It depends on whether or not the paper is really smooth. If it has texture, sometimes the drawings has texture also.

Also, if you want a soft look I think the pencils should be a little dull instead of sharpened. For a harder/crisp look you would need to sharpen it. I hope you understand.
