It's probably multiple exposure - the camera takes a series of photos in rapid succession and then puts them together as one.

or just layer 7 layers on the top of each other.

That too. The water is from the first shot only, though, I believe - the first jumping guy has a reflection in the water but none of the rest do Although you probably can't layer water images on top of each other, what with the waves and everything. And it still looks epic, and I barely know how to hit someone with a camera never mind take a photo sequence like this, so I'm hardly in a position to nitpick, heh

the water part - you just delete the layer your working on where the water is, aint harder then that check out my ID haha.
