Fiddleford saw him and quit. He wiped his mind to lose the memory of Bill and it worked... Until he did it again. And again. And again. I expect he had nightmares as well, of a demonic presence. He went mad trying to forget and in the single instance where he left our world, we have been doomed to follow in his madness.
Demons require a tether. A purpose or command... Or a physical anchor. I believe Fiddelford was, for a long time, the home of Bill Cypher. He drove the man insane as he taunted The Author (not spoiling) and once Fiddelford lost it completely, Bill left. One cannot use a mind to inhabit if it is broken beyond repair.
It was him, Fiddelford, who brought Bill into this world; he paid for his mistake and now all of Gravity Falls will pay for it as well.
And as for why he is still here, well, you don't see the gnomes or manotaurs going back do you? Once you're pulled through, it is a one-way trip without the door opened.
