It is a (weak and poorly proven) theory of mine that Bill and staley made a deal to keep the journals and the portal secret at all cost. Bill went overboard. He gave McGucket an idea in a dream to create the blindeye society, and in modern day broke the laptop and tried to destroy the normal to keep the secret. As to why he agreed, well, he probably wants to open the portal himself and didn't want anyone messing with that.
