Fallout 4 is a post-apocalyptic RPG with lots of Mad-Max raiders, mutant creatures, and high-tech super science gone mad. You can shoot giant lobsters with laser guns, hack into terminals to steal valuble info and turn turret weapons against your enemies, or convince a passing bystander to give you his gun, all his money, and have sex with you by sheer charisma. If you like open-world games with lots of exploration, choices with consequences, and amazing writing, go for Fallout.

Imagine the futuristic technology of year 2077, but it looks like the 1950s aesthetically and culturally. Laser guns, robots, and weird super-science along the backdrop of sweater-vests, sun-dresses, smooth jazz, and cola in glass bottles.
Now drop A-Bombs everywhere
Some people managed to survive, or hid in massive underground bomb-shelters called "Vaults". You're left with a massive wasteland where the US once was. Survival is tough, and raiding and pillaging have become a national pastime. The people have become scavengers looking for cans of radiated meat for their next meal, raiders who will break your legs for that meat, and slavers who will take the rest of your body and sell it for some bottlecaps. And if you happen to avoid those guys, you may run into power-armored facists armed with plasma rifles that can reduce you to a pile of goo if you make their geiger-counters tick.
Not only that, but the radiation has mutated a lot of the local wildlife, local security systems have put themselves on auto-pilot without human masters, and biological war-experiments have escaped their laboratories and run amok, so you'll also have packs of mole rats, nocturnal night-stalkers, giant geckos, killer robots, poisonous cazadores, brutish super-mutants, zombiefied feral ghouls, and the ever fearsome deathclaws stalking the wasteland looking for victims.
There are many paths to surviving in the wastes, though. Anyone can beat a threat into the dust with a baseball bat if you're strong enough. If you're quick on the draw and conservative with your ammo, then guns are always an option. You may be a sneaky type who can tiptoe past enemies to pick locks, pick pockets, and crack safes to steal loot. Maybe people like you enough to help you out because of your honest heart or silver tongue. Even with civilization gone, knowledge is still powerful too, with computers to be plundered for information, robots to be manipulated, and powerful weapons to be built.
And yet, throughout all the strife and radiation, there are still interesting stories and likable characters that can bring out some emotions in you that you didn't expect. There are people with aspirations and adgendas that can drive them to feats of generosity or fiendish atrocities, and there are people who defy our definitions of "good" and "evil", and nearly every person and place has a story to tell...
...Or maybe you'll just kill everyone you see because it's a videogame.
Fallout is an RPG franchise with an interesting setting, a solid character-generation system, tons of weird threats to face, with first/third person shooting mechanics and some of the greatest writing in the entire video-game industry.

Because... *shrug* reasons. They just got out of a big war with China over Canada (and it's oil) so all the soldiers came home and it was BABY BOOMERS AGAIN!!
Also it gives Fallout a unique aesthetic that helps it stand out from all the other post-apocalyptic shooters on the market.

Plenty of very well made female characters... good or evil, deep or bland - same as male ones. The series always had been rather free in that regards (despite the 50-s theme) =]
And in every game of the series so far a player could create and play as a character of either gender and in the last 2 games (the Bethesda's, 3D ones) - various races (caucasian, asian, black etc.) as well. The story even alters a bit to accommodate for that.
I think the main reason it's 50s-themed is just a position of "hey, how did people in the 50s, during the cold-war and the nuclear-hype imagined life in 120+years?". And the authors of the 1st Fallout game (in the late 90s) kinda went with the idea. And the world-style was created and later refined.
But, as a side-note - the games are rather violent. Plenty of murder all over the place - both player induced and by default. Some gore as well. And a lot of rather sad or disturbing stories and tough moral choices. Fallout universe is definitely not a happy easygoing place at all.
