While I'm not a firm believer that Makuta can in fact turn matoran into toa, it's an intriguing concept to say the least of it.

Basic premise is that when Mutran became Tren Krom's hierophant, he turned the brotherhood into a cult, hack-slashing through anyone who wasn't feeling like praising the eldritch horror. Not all feel to Mutran's will and blade, though, with Teridax being the main example. The Lieutenant fled into Karda Nui and gathered a company of six matoran of light (you probably know them as the small sets from 2008) and turned them into a bunch of toa of light in order to fight Mutran. The rest is spoilers.
