I honestly guess Whiff has so much potential. I am yet a lot of people just seem to prefer Hugo over him. Stafford at least showed personality. And there she's a week ways to fix a few continuity errors regarding his history. It's a possible that he worked on the Rubbish and Grubby before it closed. Or maybe he came to the Tidmouth Station as a grubby engine when both Charlie and Scruff needed overhauls.
