Also, if you consider the use of magic (which this is in the comic), you have to speak the words of your spell to cast it. That's why in things like the Harry Potter books they had to yell "Expelliarmus" or "Wingardium Leviosa" and things like that. The idea is, you have to recite the incantation to your spell in order to cast it. It's true that a lot of stuff in animes seems a little weird that they call out their attacks, but it may be just that, they're "reciting the incantation" so they can use the ability.
