Well if there is one thing that I can say from seeing this is that you have almost reached a professional level of drawing and working in a digital format of colouring.
What must be said is that you have understood and perfected your style of drawing sonic character in that they come across in very vibrant and expressive way. The way you have design and presented Tails to us here indicates just how much your practised and in some ways perfected your own perception of the character itself. You can sense a lot more in energy with this design which goes for saying with what you demonstrate with the facial expression. In some ways it can also show how much you have broken out of your shell with the very tweaks you've made here.
I think what really allows this piece to have an awful lot of charisma is the addition of cell shading. It feels very clean and in your face through the solid tones and single layer of shading that you applied. It lets your design feel very natural and charming that trying to apply multiple amounts of colour which would have caused that beauty to be lost.
