In the early days of the Romulan War the United Earth government requested an alliance with the Klingon Empire to push back the Romulans. The Klingons attended only because the actions of Starfleet over the few years previous meant they owed a debt to the Humans. However nothing but a brief ceasefire came of the talks, so the Klingons could sit back and see which of their enemies would pose the greater threat once the dust had settled.
