I see this as a form for Combee, perhaps when one catches multiple male Combee (I guess 4), so even though males can't evolve at least it can get a bit of a boost in power.Not a new concept of course. Combee have formed a wall in the anime a time or two, but I liked the shape Cowctus went with and thus based this on.
