NOT always. You have to know how to read people. No amount of looking deep into someone's eyes without this exceptional know-how will help you see a person's soul.
Someone can look completely, deeply into my eyes and all they'll see is "hmmm, those veins are red."

^ every rule has exceptions. and people are not the same. just like not all the fingers are not the same. n not everyone skillful in reading eyes.
