Well, Scootaloo is still young; when Dash was young, she might've been the same way. And we've seen Scootaloo get upset and obnoxious sometimes. Such as when she told off Sweetie Belle for using words she didn't know when Discord was first released.

To be quite honest, I see all three Crusaders as possible representations of their older sisters, with slight alterations. For example, Sweetie Belle can be sweet and nice, but also has a mischievous side (as shown when she sabotaged her sister's outfit due to jealousy), so she's a lot like Rarity. Apple Bloom works hard, is usually pretty honest, is adventurous and has a lot of energy, all like Applejack. And Scootaloo is always flying around (on her scooter at least), seems to have ADHD, is prone to getting annoyed rather easily, and is largely a tomboy, all like Rainbow Dash. Sure, each filly is unique in their own way and does differ from their older big sisters, but you can plainly see how they each resemble them as well. It's also why we love them so much.

Her mischievous attitude is why she kept using the spellbook inΒ Inspiration Manifestation, before the magic got a hold on her. It's why she always acts so dramatic, why she flirts with Spike, and her overall spunk. It really kills the 'diva' stereotype

I don't think of her as vain, necessarily, but in my mind she acts that way because she has a lot of insecurities. The show rounds her out really well
