PLEASE NOTE: If you feature this tutorial anywhere else, I request that credit is given to me, be it just a mention of my name or a link back here, and that you might have the courtesy to tell me where it is- I like to see where my stuff ends upI keep getting bugged about how I made the shoes for my Shiki Misaki costume. I figured that I would make a tutorial to help anyone aspiring to make their own boot cover.
Now, this particular tutorial was designed after trial and error. Nothing I do is completely professional, and most of it is done for fun (and it seems I like to test the limits of my patience and sanity on a regular basis).

SPACIAL NOTE: the boots that I used in this tutorial did NOT HAVE ZIPPERS and were merely meant to slip on.

this is an awesome tutorial, but what if I want to reuse the boots over. Can I just forget about the glue? If so what other securing material should I use?

I am not familiar with how you'd make a boot cover that is removable. In order for the boot cover to actually stay on the boot, look taught and professional, the glue is absolutely needed, at least in the method I utilized.
You could always try tacking the fabric to the side of the sole of the boot with upholstery tacks, but if the boot has a shallow sole that would not work. Plus, once you took them out, you would end up with noticeable holes in the rubber from how many tacks you'd need to keep it secure.
You might try looking for help on places like cosplay.com or even some of the cosplay-oriented communities on Live Journal.

So long as you used either stretch fabric, or had some sort of base behind the fabric I couldn't imagine why not. Look into the kinds of things they use to make messenger bags so stiff- that's what I would use.

Attach it around the shoe, first and foremost. What I would do, given your position, is make a boot cover first from the stiffer material and physically tack it to the sole of the shoe using small upholstery tacks. Then, using your actual fabric, make a cover to go around the harder material. That way, nothing looks unnatural.

it's REALLY helpful but i do have a wittle question... haha... Umm... when you use the hot glue gun on your boot, will you be able to tak eit off later..? I'm sorry!! (inexperienced asshole here...) And like, what if you wanna reuse the boot for anoyher cosplay or something? Or just wear it normal..? XD

Long-winded version: 99% of the time no, you will not be able to take the glue off and re-use the boot. If you actually want the bootcover to stay on in the first place, finding a boot that has material hot glue is prone to stick to is vital. Otherwise, the cover will pull right off and you won't be able to wear it. Despite most people not thinking much of shoes, they take wear and tear just like any other part of the costume, possibly even more so, meaning if your cover isn't attached to your boot properly, or you didn't use enough glue, your cover is going to come off, your boot will have glue spots/pulled or ripped fabric, and both parts might be rendered useless.
Short-winded version: No, because more glue = better chance your cover won't come off when you're actually wearing the boots.

Honestly, I think you're better off making them permanent, otherwise the cover might slip off or come undone while you're wearing it. It would be quite a bit harder to manage. Sorry.

You can go to places like Payless, Burlington Coat Factory, or even second-hand stores, and find knock-off Uggs for under $25. I've never payed more than that for a pair of shoes meant for cosplay simply because I know I'll destroy their normal uses when I alter them for a costume

You know, it's way easier than it looks, too. I never used a pattern to figure anything out- I just cut, sewed, and figured out how to do it on my own, lol.
