He does a livestream every now and then.I always check his livestream everyday because sometimes he doesn't announce them.I watched the livestream of how he made this yesterday.He uses Manga studio for lineart and coloring,Photoshop for rough animations or to test the frames and After Effects with some cell shaded plugins to put them together and add those wonderful effects we have come to admire.
