Most likely Manga studio, yes that's the name of the program. I don't know what version it is though

It's most likely done frame by frame either after the body movement or during it. You're basically drawing every motion in the animation and then make your edits to it to make it look as natural as you can. Easy when you get the hang of it but tedious at the same measure.

A lot of people get the wrong idea about animation, be it 2D or 3D. They call it the easy way to make movies, TV shows, and webshows.
