Translation:
Panel 1:
"Hmmm... Hey midget, ever tried doing a top-load before?"
Panel 2:
"What's that?"
"It's where you ride on top of a jeepney. You guys wanna try it out?"
"You can do that?"
Panel 4:
"Good thing i'm a midget, huh?"
