I think people who say comics aren't art forget that comics have the power to touch people emotionally in a unique way. And isn't that what art is really about?

So those restrictions are only for featured artists. As long as you're part of the discover section, you're free to post wherever. For example, LackadaisyTracy posts her comic in the discover section so that she can continue posting to her website that she already has.
