I have no clue who the character is, but you amazed me again. The whole composition and position just flows, you made a difficult stance very cool looking. I adore the colors you used as well, high contrast but smooth.
It looks almost manga-ish, with the streaks toward the center and the almost grainy rain...this completely deserves a 
PS. I love how you drew the feathers and the bright, bright red.
