This was made back when the last Naruto Shippuuden episode aired. Naruto has been a big part of my life (and is a big reason why many of my followers watch me). It's sad to see the anime finally go and I will admit, I am an anti-ending person (but that is a topic for another day), but Naruto will still mean the world to me...
...Especially KakaIru. Because I ship them. I ship them HARD. So in my headcanon, they got married instead. Sue me.
...And yes, the kanji means 'Congratulations' like the one in Sasuke's note.

I can understand you well. I love this couple too. It is also my OTP and I find there is no better. The picture has definitely become very sweet and a nice image for the end of Naruto.
