oh its very easy believe me, you draw the stuff you want lets say only the outlines then you make these transparent so you can still see them then you draw the outlines on a new layer again, the wiggle effect comes naturally cause you probably con't draw the outlines exactly like you drew them before so yeah, thats it ^^
