This is Rapunzel from the disney movie Tangled, which I'm sure you are all already well familiar with. I'm still learning to draw so I try to experiment with whatever I get my hands on so ...I tried to do something very interesting so I used texture, which is not a novel technique, but for me is something I have to work on. So ...
PS It kinda looks like an extremely boring T-shirt design for me xD.
