Description The completed colored version of the Heisei Riders. I will now give the names, titles, and powers of these Heisei Riders in order of appearance. Prepare for some exposition for they are twenty Heisei Riders.

1- Kamen Rider Kuuga
Name: Yusuke Godai
Power: Ancient Power from lost civilization. As series keep advancing, Kuuga can create Rider Kicks that can destroy city blocks. According to official sources, his final Rider Form, which he wasn't capable of properly use in the series, is capable of destroying the planet.
Transformation Source: The Amandam Belt
Enemy: Grongi
Trivia: He's the only Rider to not have a movie. He's one of the few Riders whose actor returned for a movie or for a crossover. He's so awesome that his manga and his alternate dimension counterparts from Decade are total jokes compared to him even if they are powerful fighters in their own right. His victory pose is the thumbs up, which he also uses in human form. He does not have a secondary Rider, but he makes up for it by cooperating with the police.

2- Kamen Rider Agito
Name: Shouichi Tsugami
Power: Seed of Agito
Transformation Source: Alter Ring
Enemy: The Unknown
Trivia: He is the second Agito whereas the first one was his older sister, who died shortly after transforming and being able to use its powers (the Kuuga manga does have the two of them being Agito), leaving him to take the manga. He's the first of the Heisei Riders to have amnesia. His friendship with Gills (amnesiac who is friends with athlete who lost his girlfriend) mirrors the one between Build and Cross-Z. He's one of the few early Heisei Riders who had a crossover with his successor, as he appears in the Hyper Battle Video of Ryuki, albeit meeting him in a dream. 

3- Kamen Rider Ryuki
Name: Shinji Kido
Power: Mirror World
Transformation Source: Advent Deck
Enemy: Mirror Monsters and Kamen Riders participating in Rider War
Trivia: He's not the original Ryuki as the original candidate, Koichi Sakakibara, died at one point before the series started and Shinji picked up the death, replacing him as Ryuki. Despite not being an original candidate for the Rider War, and even trying to stop it, Ryuki has always placed among the highest places in most iterations, either due to being friends with most of them or because his close relationship with Yui makes him a good protector from threats, which is why Kanzaki, her older brother and the one who instigated the War, gave him a Survive Card, to prolong his survival longer than anticipated. Despite his reluctance to fight, Ryuki has at least two cards to kill Mirror Monsters, the Final Vent and the Strike Vent, whereas most Riders only rely on the Final Vent, ironically making him one of the deadliest Riders in the Rider War despite his pacifism. He can occasionally summon his Mirror Monster, Dragredder, without using Final Vent or Advent through willpower or rightous anger, showing that he's developed an emotional connection with him. His most powerful form in Survive Form is technically speaking a Rider Break, an attack on which Riders attack the enemy with their bikes.

4- Kamen Rider Faiz
Name: Takumi Inui
Power: Orphnoch DNA (Wolf Orphnoch)
Transformation Source: Faiz Gear
Enemy: Orphnochs
Trivia: Faiz fights the Orphnoch to protect humans, but he's unaware that the Faiz Gear pretty much works on Orphnoch DNA, meaning that he's technically one of them, and the irony gets worse when it's revealed that he's the Wolf Orphnoch. Out of the three Riders in the series, he's the one who gets Axel and Blaster forms, although it is hinted that this is mainly because he has enough Orphnoch DNA in him to not die of overuse since the Wolf Orphnoch, his original form, was one of the strongest Orphnochs in the setting. He's one of the few Riders to not defeat his main antagonist at the end of his series, with the show ending ambiguously with him in critical condition. Later movies show him alive, but it's clear that the continuities are different.

5- Kamen Rider Blade
Name: Kazuma Kenzaki
Power: Category Spades Undead Cards
Transformation Source: Rider System-02, Blade
Enemy: Undead
Trivia: He's the first main Rider to use blue as other Riders use shades of red, yellow, black, and grey. Curiously enough, despite his suit being blue, his cards are painted red. His elemental affinity is lightning. His power is proportional to his willpower resonating with Undead waves inside Blades, which is shown when he and Garret were dueling in their super forms and he was capable of blocking Garret's finisher with just his sword before countering with a super attack that Garret was uncapable of blocking, defeating him because the latter did not have a willpower as strong as him. Prolongued exposure fighting as Blade will turn the user into an Undead, which is what happens to him at the end of the series.

6- Kamen Rider Hibiki
Name: Hitoshi Hidaka
Power: Oni
Transformation Source: Henshin Onsa
Enemy: Makamou
Trivia: He's the first Kamen Rider who transforms without saying "Henshin" first, which is usually a staple for a tokusatsu show. The Hibiki we see is not the first one or the second one, but the latest one in a long line as he is an Oni- humans trained to fight demons through mystical musical instruments- with the series focusing on him continuing his adventures while training his disciple to take the name of Hibiki by the time he retires. He's the first purple Rider to be a protagonist. As with many demons, he exceeds with fire elemental attacks. Despite being the hero of the story, it is his apprentice who is the protagonist of the story as the plot is seen through his eyes. He's the scariest looking of the Riders due to his demonic appearance, but he's actually one of the kindest due to his father and son relationship with his apprentice Asumu. He's the most musical of the Kamen Riders due to using drums as his main weapon.

7- Kamen Rider Kabuto
Name: Souji Tendou
Power: His own lifestyle as the one who walks the path of Heaven
Transformation Source: Kabuto Zecter
Enemy: Worms
Trivia: In a Decade novel, he defeats Decade in a fight and he's acknowledged as the best Rider of the multiverse, with Kabuto giving Decade his powers rather than Decade earning them. His fighting skills are on par with the ohter users even though most of them had training with ZECT, the organization that created the Zecters, and he only had physicial conditioning, kickboxing, and trying to check the Zecter that was given to him many years ago. He and the Riders of his setting are one of the fastest ones, with the Drive ones only comparing to them, thanks to the Clock Up giving them the ability to move at super speed. By using Hyper Kabuto, he can actually do time travel and he's even strong enough to move a meteor, as seen in the movie. He's not seen in Zi-O, but his presence is acknowledged by Gatack, who still feels inferior to him after all these years and even compares Zi-O to him in attitude when it comes to big dreams and ambition. Despite appearing in many crossovers, his original actor never reappeared since the show ended. 

8- Kamen Rider Den-O
Name: Ryotaro Nogami
Power: Singularity Point and Contract with Taros Imagins
Transformation Source: Den-O Belt
Enemy: Imagins
Trivia: Ryotaro has five Contracts with five Imagin, each of them with different personalities and fighting styles, so this makes him very versatile as a fighter since he's not very good at figthing in the early chapters until he becomes more assertive in the middle of the show. His main transformation is done by Momotaros, the Red Taro, who is the Sword Form of Den-O and the standard one due to being his first Imagin Contract Ryotaro made. His other forms are the blue Urataros, the yellow Kintaros, and the black Ryutaros, which respectively give access to a rod, an axe, and a gun for Den-O.  There's a fifth Imagin, the white Sieg, who's more powerful than the Taros, but he's used rarely due to having a poor relationship with the Taros and the DenLiner crew. In order to obtain his super forms and beyond, Ryotaro needed to become more assertive rather than depend on his Imagins to do all the fighting for him, thus making Den-O one of the few Riders that depend on character development to achieve a new form.  Due to his actor being too busy, Den-O usually appears in Rider Form, with Momotaros always in the lead, or with an alternate form from the other Taros. As a Singularity Point, Den-O is immune to the Time Jackers, which he shows when he and the Taros take turns destroying Another Den-O, making him the only Rider to defeat his Another Rider counterpart, but also denying Zi-O the chance of getting his RideWatch in the first movie. During the Den-O arc, Momotaros possessing Geiz created the Den-O RideWatch, which allowed Zi-O to get the Grand Zi-O RideWatch since he already had the other 19 RideWatches, allowing Zi-O to defeat the second Another Den-O while experimenting with his true potential. Despite Den-O being the last of the RideWatches that Zi-O had to obtain, he was unable to access his full power since Ohma Zi-O defeats him with Drive, pointing out that even if he earned Den-O's RideWatch, he hasn't earned Drive's yet. Since the series came out when Kamen Rider was forty years old, it had over eight movies, making Den-O the Kamen Rider with the most exposure.

9- Kamen Rider Kiva
Name: Wataru Kurenai
Power: Human/Fangire bloodline
Transformation Source: Kivat-bat the 3rd
Enemy: Fangires
Trivia: He's one of the strongest Riders as he once did a Rider Kick to an enemy that took them to the moon and left a Kiva emblem imprinted on it. His castle can travel through time and space. He has been active as Kiva before the series began, which is ironic since he's a shut-in outside of it. Shortly after his series ended, Kiva's power has been shown growing considerably, being able to defeat enemies that he struggled to beat in the past in his base form. His transformation trinket, Kivat-bat the 3rd is alive, and his relationship with him is a source of comedy and comfort for him in the story. 

10- Kamen Rider Decade
Name: Tsukasa Kadoya
Power: Destroyer of Worlds
Transformation Source: Decadriver and then the Neo Decadriver
Enemy: Enemies of previous Riders in alternate dimensions. Dai-Shocker is his personal enemy.
Trivia: He's a main character in Zi-O where he acts as an antagonist and eventual ally and mentor to Zi-o himself. His role as the Destroyer of Worlds is elaborated as he must destroy worlds to bring balance to the multiverse. He has a Neo-Decadriver that allows him to turn into Decade, but with the ability to turn into the 10 Heisei Riders that came after him, it also makes his physical parameters stronger than they  were in his home series, to the point he only uses the transformation cards mostly for the special abilities. His cards allow him to turn into other Riders or summon them. As it turns out, he's the head of Dai-Shocker, but he doesn't realize this due to having amnesia. He's the source of a fond meme due to having a guy who follows him across dimensions who blames him for everything and then shouts "Damn you, Decade!" at every time. His RideWatch acts like a second transformation trinket as it not only gives Zi-O the Decade Armor to fight, but it also gives him an extra slot to put another RideWatch so that the DecadeArmor can turn into the super  or ultimate form of the RideWatches he put on it.

11- Kamen Rider Double
Name: Shoutaro Hidari & Phillip
Power: Gaia Memories
Transformation Source: Double Driver
Enemy: Dopants
Trivia: Double is known as "Two Kamen Riders in one" as Shoutaro's body fights while Phillip's mind is transferred to him and gives him intelligence, something even taking control of the left side of Double for fighting as well. Their super mode involves using the Fang Gaia Memory, which involves Phillip being the one who acts as a host for Double while Shoutaro transfer his mind to it. The disadvantage of Fang is that it puts a strain on Phillip's mind at first and, even after surpassing that handicap, they are limited to only using the Joker memory on the right side. They literally get the ability to combine together upon obtaining the Xtreme Gaia Memory near the end of the series. Double is one of the few Riders who gets a new form stronger than its final form in the series, as they get a power up in their fight with Kamen Rider Eternal when the people in Futoh cheer them up, getting a power-up that allows them to win that fight. Kamen Rider Double can split into Kamen Rider Joker and Kamen Rider Cyclone, allowing Shoutaro and Phillip to fight separate yet together.

12- Kamen Rider OOO
Name: Eiji Hino
Power: Core Medals
Transformation Source: OOO Driver
Enemy: Greeed
Trivia:  Similar to Kuuga, he's a successor to an ancient predecessor who had his Rider mantle before him, with the only difference was that Eiji's predecessor was a king who turned evil by creating the Greed and attempting to become god out of ambition. OOO has a form for each medal he puts on the three slots of his belt, symbolizing the top of his head, his torso, and his legs. Mismatching medals will give awkward looking combinations, but matching medals will result in a combo that will give OOO a huge boost in power plus additional abilities. Regardless of whether the medals are matches or mismatches, OOO has a veritable way of attacking his enemies thanks to a clever combination in his arsenal. His final form PuToTyrano is so dangerous due to the risk of turning the user into a Greed, that his partner Ankh, would rather have him use his super form, TaJaDor combo, as its safer yet still powerful in its own right.

13- Kamen Rider Fourze
Name: Gentaro Kisaragi
Power: Cosmic Energy
Transformation Source: Fourze Driver
Enemy: Zodiartz
Trivia: He has over 40 switches, with 10 of them being compatible for each limb in order to help him deal a final attack. Fourze tends to alternate between arms and legs when figthing depending on the Astro Switches he uses. He likes to use his rocket-shaped head in his fighting style by headbutting. While he's not the first Kamen Rider who flew into space, he's the one who does it most often. He did not appear in Zi-O due to his actor filming Bleach at the time, but he at least met Zi-O offscreen at the end of the episode as the prepares to travel back in time to give him a RideWatch to avoid a time paradox.

14- Kamen Rider Wizard
Name: Haruto Soma
Power: The Sabbath
Transformation Source: WizarDriver
Enemy: Phantoms
Trivia: Just like with Fourze, Wizard was incapable of showing up on Zi-O, forcing Beast to show up in his stead by having custody of his RideWatch. Due to Zi-O wanting to help Another Wizard rather than fight him, Geiz met and fought Beast, impressing him enough to give him the Wizard RideWatch, as a result, Geiz has kept custody of the Wizard Armor throughout the whole series. In order to prevent a time paradox, Geiz gave the blank RideWatch to Wizard, who then gave it to Beast. Despite knowing lots of elemental magic, Wizard has a strong affinity for fire magic. Due to the rings being the source of his power, Wizard prefers to use kicks when fighting in close quarters as he prefers to use his hands for magical spells or weapons.

15- Kamen Rider Gaim
Name: Kouta Kazuraba
Power: Orange Lockseed
Transformation Source: Sengoku Driver
Enemy: Inves
Trivia: He's the first orange Rider to be a protagonist, albeit with a few hints of blue. Despite the series portraying them as equals, Gaim has pretty much always won his one-on-one confrontations with Baron or always outperformed him by defeating opponents that he couldn't beat. In at least two timelines, he kills Baron for the right to become the Man of the Beginning, those two timelines are the one we see at the beginning of the first episode and the final fight between them.  As a result of his friendships, he tries the most Lockseeds out of the Armored Riders, giving  him many forms and weapons to his command. By becoming the Man of the Beginnning, the equivalent of God in his series, Gaim is one of the strongest Riders in his series. His role in Zi-O has him actually send Zi-O two days in the past to meet his past self and learn to rely on others, which led to many events that changed the development of the series. As seen in Zi-O, he can temporarily resist the Time Jackers and, while he can't do anything to undo their changes, he can at least do some changes on his own, such as convincing Zi-O to be more humble, before letting himself be erased, satisfied and confident that his plan will work. 

16- Kamen Rider Drive
Name: Shinnosuke Tomari
Power: Tridoron
Transformation Source: Drive Driver
Enemy: Roidmudes
Trivia: Unlike other drivers who had predecessors, Drive did met his, Proto-Drive, who turned out to be Mashin-Chaser and eventually Kamen Rider Chaser. He relies mostly on a car, unlike most Riders who rely on bikes. He and the Riders of his show are one of the franchise, which puts him on the same levels as the ones from Kabuto when they use Clock Up. Contrary to most Riders, he does not take out the main antagonists of the show, Professor Banno or Heart, as the former dies against Kamen Rider Mach and the latter dies from his injuries destroying Banno's machine with Drive. Retires as Kamen Rider Drive to prevent technology from being exploited, but he tends to take on the mantle when trouble arises again. His Rider Armor is the second one to appear in Zi-O and the second one Geiz stole from Ohma Zi-O. Unlike Ghost, Drive did not appear due to his actor being busy, but Zi-O was forced to earn his RideWatch despite having it in order to achieve his full power, which is why there was at least a movie, which turned out to be a dream featuring Kamen Rider Mach, and a story arc that focused about Another Drive that highlighted that issue featuring Machin Chaser.

17- Kamen Rider Ghost
Name: Takeru Tenkuji
Power: Ghost Eyecon
Transformation Source: Ghost Driver
Enemy: Gamma
Trivia: All of his Eyecons are named after historical figures. He may be one of the weakest Heisei Riders as in his crossover movie with Ex-Aid his final form was defeated and he needed a movie exclusive form whereas Ex-Aid only needed the Mighty Brothers XX, which is an upgrade form from him. Likewise, he lost to Genm in one movie as Genm is a poor technical fighter that relies on power-ups and he has been outperformed by the Gamer Riders with pure skill. His Rider Armor is the first one that appears in Zi-O and the first one that Geiz stole from Ohma Zi-O himself. Coincidentially enough, Geiz actually allowed Zi-O to use the Ghost Armor to fight Another Ghost in that story arc and later, upon obtaining the Decade Armor, he would use the ultimate form of Ghost on it.

18- Kamen Rider Ex-Aid
Name: Emu Hojo
Power: Bugster Virus
Transformation Source: Gamer Driver
Enemy: Bugster
Trivia: He's the first Kamen Rider who has a pink color theme. He and his fellow Riders in the series have an anime design. His level 1 parameters are higher than his level 2 parameters, but this is mainly to deal with Bugsters infections and give them  physical form. His Mighty Brothers XX allows him to split in  two. Both of his ultimate forms Maximum Gamer Level 99 and Muteki Gamer were custom  made for Bugster crisis with the former being made to reprogram Bugsters and cure partients from the virus and the latter is an overpowered super mode that can defeat monsters like Gamedeus easily by giving Ex-Aid super strength, super speed, invulnerability, and the ability to resist Bugster abilities.

19- Kamen Rider Build
Name: Kiryu Sento
Power: Nebula Gas
Transformation Source: Build Driver
Enemy: Smash
Trivia: His face and name are not his own. His real name is Takumi Katsuragi, the demon scientist who created the Rider System through inhuman experiments. The face he has is that of Taro Satou, a musician that was part of a band named LINKS. Takumi hired Satou as an assistant, but he was intercepted by Evolt, who killed Taro upon arrival and knocked Takumi. He then changed their faces and erased Takumi's memories before giving him the name Kiryu Sento. His name is a pun to Rabbit Tank, his own Rider form. His behavior as Build depends on whether Takumi or Kiryu is on charge as Takumi is more antagonistic while Kiryu is more prone to doing the right thing. Near the final episodes, it turns out that Kiryu was not the first Build but his father, who discovered about the existence of Evolt after the Pandora Box incident. He's one of the few Riders who killed someone, having killed Aoba with the Hazzard Trigger. Just like Agito and Gills, he's an amnesiac who's friends with an athlete, as seen with his friendship with Cross-Z. 

20- Kamen Rider Zi-O
Name: Sougo Tokiwa
Power: Time Powers bestowed upon him by Schwartz
Transformation Source: Ziku-Driver
Enemy: Another Riders and Time Jackers
Trivia: He's the most powerful Rider in the Heisei era, and probably of the franchise, as his future counterpart has the power of twenty Heisei Riders and 50 years of experience under his belt, destroying half of the planet and still going. By the time he becomes Ohma Zi-O at the end of the series, he's shown to destroy some of the most powerful enemies of the franchise with a single blow despite it being his first time taking the mantle. Despite the show being about Zi-O taking the mantle of his predecessors, he never met all of his predecessors, nor did he use all of their armors.
