okay, so I accidentally made this brush not a long time ago and actually reinstalled SAI, so it's deleted by then.i decided to remake it.
1) select the crayon brush, right click and click duplicate.
2) set the cloned brush to the settings above.
3) voila. you now have your blood splatter-style brush! i suggest that you rename it to 'blood' or 'blood splatter'.

tip - for (kinda) realistic effects, set the brush to super hard.
