Yes, it is StarDock. Microsoft didn't make this. This is just a hacked up version of ObjectDock.
If you rightclick Windock.exe, click on digital signatures, you'll see:
Name of signer: Stardock Corporation
E-mail: Not available
Signing time: Not available
And if you go even further, you'll see that the hacked up version came from a long time dead version of ObjectDock (2005/2007)

I love it! I was just looking for a decent dock a few days ago, and this nails it!
One thing; you might want to either put a disclaimer that the dock items need to be reconfigured, or use more universal links. A lot the items are giving me a "not found" error, but I'm fixing them for myself.
Again, AWESOME standalone dock!
