Well, in my opinion this is the reason why princess Celestia asks to do everything to Twilight. Because, if the princess Сelestia gets down to business seriously, it won't even take a 5 seconds. What did you expect from more than 1000 years old goddess of the sun? In this case, Twilight will not have enemies to fight which and level up. And then, Сelestia will never be able to retire and eat all banana cakes in the world.
I even think that most of the enemies that were sent to fight to Twilight were specially selected by Celestia and followed her orders all the time. Just for Twilight got level up and Celestia was finally able to retire...
And eat all banana cakes...
ALL OFF THEM!!!
