Thinking back on "Sleepless in Ponyville":For every other pony involved it was a perfectly normal camping trip, Scootaloo was the only one who kept seeing things. For all we know Luna was just another figment of her imagination, part of her subconscious.
Or Luna has real Inception-powers. Something which prankster Luna could have tons of fun with.

... how did Rainbow Dash not hear what Luna-Moon said if Scootaloo could? Can she only hear Luna since her's was the last dream Luna visited? I hope that extends to sight as well, otherwise other ponies might notice and freak out to seeing a shadowy specter on the face of the moon~

More likely that Luna's just projecting herself onto Scoots' subconscious, creating a perception parallel superimposed on her senses' intake of the real world.

Hm. As cool as that sounds, apart from entering Scoots' dreams, that sort feels like an invasion of Scoots' personal space (from the interior of her mind). I can almost imagine that Luna's power can be used for something like mind control.
